LEGISLATIVE ANALYST (1995 - 2002)
Office of Intergovernmental Relations - Montgomery County Government, Rockville, Maryland
Report to the County Executive and the County Council. Responsibilities: advocate the interests of Maryland’s largest county before state, federal, and municipal governments; successfully led county’s effort to significantly increase state financial support for capital budget initiatives, including more than $300 million for public school construction; developed successful proposals to change state funding formulas for education and transportation aid; prepare and present county’s position on various bills in a highly competitive political environment; regularly draft legislation and amendments, including the bill enacted to keep the Marriott Corporation in the county; routinely brief County Executive and County Council members on relevant state and federal issues; conduct research on legislation in other states as well as on proposals from national advocacy organizations; represented the county on state task forces on block grants and school construction, as well as at official state functions; prepare major policy speeches for county executive; serve as a liaison between the county and various community groups; and host bi-weekly TV show for county government’s cable channel.

Reported directly to the Chairman of House Committee on Appropriations. Responsibilities: prepared legislative and policy analyses on a wide range of issues; drafted legislation and amendments, including state’s first major welfare reform and personnel reform initiatives; managed committee and subcommittee meetings and site visits for the Committee; briefed legislators, special interest groups, and foreign visitors; prepared speeches and correspondence for committee chairman, as well as other members; actively participated in departmental committees during reorganization initiative; and designed and implemented week-long new employee orientation program.
BUDGET ANALYST (1989 - 1991)

Responsibilities: prepared budget and program analyses on state’s economic development and housing agencies, forecasted expenditures, presented analyses to legislative budget committees, acted as liaison between legislature and relevant state agencies, and conducted research into similar programs in other states.
